The CWCC is overseen by a Board of Directors who defines the broad mandate of the Executive Director whose prime responsibility is to oversee the day to day operations of the CWCC, reporting regularly to the Board on the progress and issues facing the organisation. All 82 staff members, including the Executive Director, are further guided by-laws and internal rules previously determined by the Board. The Board reserves the right to review and amend any decision taken by the Executive Director.

The CWCC's management style can be described as consultative. All staff are invited to attend monthly meetings in order to cultivate cohesive, effective teamwork and to uphold the value of democratic decision making. A further aim of this approach is to foster leadership. The chairperson rotates on a monthly basis with each staff member encouraged to chair meetings.

The CWCC is funded by Terre Des Hommes Germany and a number of international NGO's and is overseen by a Finance Committee which reports to the Board of Directors "every six months." To ensure open and transparent financial reporting, the CWCC is audited each year by an international accounting firm, PricewaterhouseCoopers (Cambodia) Ltd.

To ensure that all operations undertaken by the CWCC are carried out with the utmost care and respect of victims, and that victims safety is protected, the CWCC helped develop, and is a signatory to, the Minimum Standards for Shelter Operations. These guidelines were developed by NGO’s in partnership with the Royal Government of Cambodia and provide a set of minimum standards that must be adhered to for all groups providing emergency shelter accommodation.
